Tick the entities each staff member may access. All ticked (or none) = every entity. Admin always sees all. Roles are assigned in each employee's record.

Define the plan once per entity, then tick "Group health insurance" on each enrolled employee. Enrolled staff see it in their portal; nobody else does.
